The price of this is one (The Tango Hotel, 柯旅天閣) is closed to your budget. There is a subway station (板南線) very near the hotel and the Sogo is four stops away.

Thank you all for your recommendations. I have made reservation at the San Wan Hotel which is pretty close to where I work ( working distance) and with good price NT 2950/night.
